Vintage LF Pedal Car. Taxi Cab- Unusual Model

I was told that all the parts were there to assemble but I wasn't able to put the pedal assembly together. I know absolutely nothing about these so maybe I'm doing something wrong.

Car comes with all parts seen in the photos. Measures 34" long, 9' high and 18" wide. I have not been able to identify that maker and I've never seen another similar taxi pedal car like it.
