It looks to be complete but may have had a seat pad and It pedals well and steers well. It still has all the original hubcaps on all the wheels. The paint is in good shape, shines good, has patina with scratches and light surface rust, maybe a ding or so, no major dents. This is a COOL Piece for the Pedal Car Collector.
